ITiis parcel previously con <br />tained a dwelling wiiich was burned down by U>e liOng Lake Fire Department <br />arrangements were made by Mrs. Parten and tlie Long Lake Fire Department. Since <br />the PCA and not the Citv of Orono is the agency responsible for special burning <br />requests, the City was not aware of the actual burning until the pr^ect was can <br />pleted. Several weeks before we learned of the burning, the City Administrator <br />and myself met with Mrs. Parten on this site. She informed us of her intent to <br />burn the old residence. We both suggested other methods of razing the ^d struc <br />ture to prevent anv type of pollution or damage to foliage. We suggested demo­ <br />lition with heavy ^uipment sudi as bulldozers or cranes, or advertising for <br />people interested in either moving the building from the site or in the used <br />lumber material. <br />Prior to our adopting the Comprehensive Plan and latest zoiing ordinance, we <br />found, through studies of the reports of various agencies and fron experience, <br />that parcels of less than 2 acre areas were not adcc^uate to support on-sire <br />sewage disposal systems. Therefore, had the City not included the installation <br />of a municipal sewer system along Tonkawa Road in its original comprehensive <br />sewer plan, this area would have been zgned LR-IA C2 acre minimum area) rather <br />than the current LR-IB (1 acre ininimian.i. <br />Althou^ we have experienced seqiagc problems from private on-site sewage dis­ <br />posal systems previously, I believe we will be eliminating this problem after <br />all tlie dwellings along ’Tonkawa Road are connecteil to the recently ccmpleted <br />municipal sewer line. <br />Since we have elwiinated this contamination and pollution problem, I would <br />reconroend approval of the 40' variance from the required lot width provided <br />the new dwelling is serviced by the municipal sewer svstem rather tlian a <br />private on-site sewage system, and that the location of the structures meets <br />all required setbacks. <br />:i <br />M-
