m <br />c <br />c <br />MINUTES OF A PLANNING CO^ISSION MEETING HELD SEPTBffiER 7, 1976 - PAGE 5 <br />^^r. Niichel submitted a revised subdivision proposal to the <br />Planning Commission. This revised proposal includes a new <br />access to this subdivision \diich meets with the approval of <br />Hennepin County. The Planning Comnission felt this was a <br />great improvement. <br />Pesek moved, Hannah seconded, to approve this preliminary <br />plan based on the new access approval of the County and a <br />conservation easement on marshland and landlocked dry land <br />on east edge of Lot 4. Motion - Ayes (7), Nays (0). <br />The Steward's are requesting a variance to build an addition <br />to their existing home. They submitted a letter from their <br />neighbor to the east stating that they had no objection to <br />this variance. Pesek moved, Guthrie seconded, that this <br />application become an action item and the variance be granted <br />as submitted due to the fact that there would be no encroach­ <br />ment to Ae east lot line as the steep grade to the east <br />would eliminate the possibility of any future building by <br />this neighbor. Motion - Ayes (7), Nays (0). <br />Mr. Beno was present and explained that Ms. Allen of the <br />Hennepin Cointy Welfare Department was in attendance and <br />had to leave. He also explained that he and his wife have <br />provided emergency shelter care to over 150 children most <br />of which have b^ teenage girls. The Beno's have three <br />children of their own and provide shelter for four foster <br />children. They have four bedrooms in their home to accomo­ <br />date these children. They are more than willing to have <br />the Plaming Cormission inspect their home. The Planning <br />Commission felt that the neighboring residents should be <br />given the opportunity to express their views on tiiis matter <br />and that a public heari^ should be held. Mr. Beno was <br />quite insistent upon quicker action. He mentioned that a <br />mother and her baby needed a home. <br />After some discussion Van Nest moved, Pesek seconded, to <br />schedule a public hearing for October 4, 1976, at 7:30 p.m. <br />and that staff get legal opinion from City Attorney for <br />the September 20, 1976, meeting. Staff would report legal <br />direction at that time and, if necessary, the public hearing <br />could be cancelled and action taken at the September 20 <br />meeting. Motion - Ayes (7), Nays (0). <br />Mr. § Mrs. Farley were present. They are requesting a <br />variance to build an addition to their existing home. <br />This is a work session item and Planning Commission <br />requested that the Farley's submit a side elevation plan <br />for the September 20, 1976, meeting.
