One of the recommendations in this plan is to establish a storm water trunk fee (hat is <br />applicable when properties arc developed or r^eveloped. The Surface W'ater Management Plan <br />has been discuss^ at several Council work sessions at which there was a consensus to move <br />forward with the recommendation to implement a storm water trunk fee. <br />Storm Water Trunk Fee <br />The surface water management plan contains discussion and recommendations on two common <br />funding sources for the construction, operation, and maintenance of a stomi water system. One of <br />these funding sources is the creation of a storm water utility in which properties arc charged a <br />quarterly storm water fee. The stonn water utility is on the agenda for approval at this Council <br />meeting. <br />The other common funding source for financing a storm water management program is storm <br />water trunk fees that apply to new development and redevelopment of existing properties The <br />Council has prev iously reviewed and discussed this topic in the surface water management plan <br />development process. The trunk fee is based on the land use and acreage of the property being <br />developed and the fee is payable at the time the property is developed. The trunk fee prov ides the <br />necessary funds for construction of the storm water infrastructure necessary to serve new <br />developments in the city. The implementation of a storm trunk fee in a timely manner is <br />important to enable the City to colle-.t itorm water tnmk fees as properties arc developed. <br />In general, storm water trunk fees arc calculated by dividing the total cost of sys»?m construction, <br />by the number developable acres the system will serve. The appropriate base trunk fee per acre, to <br />be used on a ciiywide basis, is determined using this methodology. Based on a review of the S- <br />year Capital Improvement plan in the storm water plan, staff is recommending a base trunk fee of <br />S2.700 per acre for the year 2002. This fee will be reviewed and adjusted on an annual basis in the <br />future <br />Page-1-
