Fee rite <br />There are approximately 3,000 existing homes in Orono today with full development projected at about 3.700 <br />homes. There are currently about 350 REF units of non-resideniial property in the City. This number of units is <br />not projected to increase significantly at full development because of the minor amount of non-residentiol <br />property in Orono. Today, there are is a total of approximately 3,350 REF units for billing purposes. <br />The Council discussed thb issue at the October 22** meeting and established a fee of $9.00 per quarter per <br />residential unit. <br />Attached to this report is a listing of the non-residcntlal properties in the City wiui their number of REF units. <br />The owners of property with five o*- more units were sent a letter notifying them of the public hearing. A <br />sample letter is attach^ for review. Staff has not received any public comments regarding the proposed <br />Storm Water Utility. <br />Storm Water Projects <br />The proposed $9.00 quarterly fee will generate approximately $120,000 in annual revenue. Tne Storm Water <br />Management Plan lists approximately $11 million dollars of storm w-ater projects for both water qualit>- and <br />quantity improvements. These arc the larger projects in the City. Attached for your review is a list of $I .2 million <br />dollars in Priority Capital Improvement Projects from the Storm Water Management Plan. <br />In addition to the project listed in the plan, there are also numerous smaller projects that need to be completed <br />These smaller projects are generally located in the older fully developed areas of the City and adjacent to the <br />lakeshore. These projects are needed to solve local flooding problems and prevent property damage to homes. <br />Several problem areas include. Crystal Bay Road. Highwood Road, and Lyric Avenue, llie Highwood Road <br />project is the result of a failing older draintilc sys'em that is an integral component of the required storm water <br />drainage system in this area. There arc numerous situations '.ike this in the City with older draintilc systems <br />across private properties that are in questionable or unknc wn condition. These systems were installed years ago. <br />by private property owners, with no casements in place or any records of construction. The costs for replacement <br />or repair of these systems arc unknown. <br />As the trend of tearing down existing houses and rebuilding larger homes along the lakeshore accelerates, we <br />have been c.xperiencing more complaints and concerns about flooding and increased runoff. A ty pical exampi of <br />this is the recent problems encountered along Caroline Avenue as the result new larger homes being built. <br />Several years ago, the City spent $60,000 for u project to prevent flooding problems in the Tonkav iew Lane/ <br />North Shore Drive area caused by vacant lots being developed. <br />RccomnieDdatioiis <br />1. Conduct a public bearing on the implementation of a Storm Water Drainage Utility. <br />2. Approval of tne ordinatKC establishing a Storm Water Drainage Utility effective January 1. 2002. <br />3. Approval of a $9.00 per quarter per residential unit Storm Water Drainage Utility Fee to be included in the <br />year 2002 City Fee Schedule.
