Gaffroa <br />Title: Planning Director <br />Adaiiaiitrator Approval:Agenda Scctloa: <br />Administrator <br />Hen Dcacriptioa: Residential & Commercial Park Fees - Increase for 2002 - Resolutions <br />The park dedication ordinance requires periodic review of the minimum and maximum residential <br />park dedication fees to be charged per dwelling unit when a fee is accepted in lieu of land dedication. <br />The ordinance requires that fees be updated by Resolution of the Council. The current fee structure <br />was initiated in 1998 with a min/max fee of S2900/S4900 per dwelling unit, and was increased for <br />the 2000-2001 fee schedules to $3100/S5300. The fees were last reviex^-ed one year ago in December <br />2000, and have been reviewed for 2002 in terras of the CPI and actual land value increases over the <br />past year as noted by the City Assessor. Staff rccoramcnds increasing the min/max residential park <br />fees for 2002 to $3250/55550 per the attached resolution. This is an increase of about 4.75% over <br />the 2001 fees. <br />Per previous Council action, commercial park fees arc calcu' ted on a per-acrc basis using a <br />residential equivalency formula, in which ten (10) employees tve the same impact on the park <br />system as one dwelling unit, and the average number of employees in the commercial/indusirial <br />districts is 25 employees per acre. Therefore, the commercial park fee is calculated based on (25/10) <br />or 2.5 dwelling unit equivalents per acre. Under the proposed fee update for 2002, the minimum <br />commercial fee would be (2.5 x $3250) or $8125 per acre, with a maximum of (2.5 x $5550) or <br />$13,875 per acre. <br />COUNCIL ACTION REQUESTED <br />Motion to adopt Resolution No.__establishing the residential park fee at a minimum of $3,250 per <br />dwelling unit and a maximum of $5,550 per dwelling unit. <br />Motion to adopt Resolution No.__establishing the commercial park fee at a minimum of $8,125 <br />per acre and a maximum of $ 13,875 per acre. <br />Proposed notion: Moved by___, seconded by___, to adapt Resolution No.___csUblishing <br />residential park fees at a minimum of $3,250 p^r dwcHIng unit and a maximum 0155,550 per <br />dwelling unit; and establishing commercial/’ndustrial park fees at a minimum of $0,125 per <br />acre and a maximum of $13,075 per acre.
