Section 3. Rales and Charges^ <br />Subdivision I. Residential Fauivalent Factor . Rates and charges for the use and availability of the system shall be <br />determined through the use of a "Residential Equivalent Factor" ("REF"). For the purposes of this section, one <br />REF is defined as the avenge volume of surface \%-ater runoff coming from an average single famil> residential <br />lot of 2.0 acres of land and 20% impervious surface. <br />Subd. 2. Determination of RHPs - Non- Residential Properties.
