?^E^A PLftT Doc. <br />A RESOLUTION APPROVING THE <br />PRELIMINARY PLAT FOR PROPERTY <br />LOCATED AT 2060 WAYZATA BOULEVARD <br />FILE NO. 2640/2641 <br />WHEREAS, Orono Ambar, LLC (hereinafter the ’'applicant") has an interest in <br />property located at 2060 Wayzata Boulevard within the City of Orono (hereinafter the "City”) <br />and legally described as follows: <br />Outlot F, Sugarwoods <br />Hennepin County, Minnesota (hereinafter the "property"); and <br />WHEREAS, the PUD ordinance requires a three step approval project for <br />properties developing as part of c PUD; Resolution No._______for General Concept Plan <br />was adopted on ---------------the second step in the process is Preliminary Plat approval <br />followed by the Final Plat; and <br />WHEREAS, the applicant has requested Preliminary Plat Approval for a two <br />lot plat of a 6.7 acre property. Proposed is a rezoning for the two properties from B-l, Retail <br />Sales Business District to B-6/PUD (for oftlce use of the proposed west parcel) and <br />RPUD/PUD (for multi-family residential use of the proposed east parcel). The intended use <br />ofjhc properties are a 3 story 62 unit senior housing project and a 23,000 s.f. office building; <br />WHEREAS, the property is located in the Highway 12 Corridor Study Area <br />which has established special requireincnts for rezoning; and <br />WHEREAS, the City of Orono ha.* agreed to purchase the 4.7 acre parcel that <br />wi contain the senior housing project and lease the property to a non-profit organization that <br />will own ana operate the building; and <br />WHEREAS. <br />this application: <br />the Orono City Council makes Uie following findings in legar^ to <br />Page 1 of 10 <br />FINDINGS <br />1. This application was reviewed as Zoning Files #2640-2641, the City of Orono <br />has received application #_________for simultaneous review of the final plat <br />of Orono Woods. <br />2. The property is located in the B-l Limited Neighborhood Business District. The <br />property consists of approximately 6.7 acres.2. <br />3. The City Coimcil adopted Resolution No.approving the <br />Gisfleral Concept Plan for a 23,000 s.f two-story office building and a 62 unit <br />' C62j;;scnior liousing building. The office building would be located on a <br />property approximately 2.7 ac.'p* in size. The residential use would be located <br />on a lot approximately 4.0 acres in size. <br />4. Rezo.ning of the properties from B-l General Business to B-6 and RPUD are <br />essentially down zoning of the properties as the permitted uses in the B-6 and <br />RPUD districts would have less potential impact on the adjacent residential <br />properties. The proposed office use and senior residential component would not <br />require the same traffic levels and development pattern as a retail environment. <br />5. A large stormwater pond is located adjacent to the property that is owned by <br />MnDOT that has been designed with the capacity to handle stormwater flow ’s <br />from the property. In addition to the City of Orono, MnDOT shares approval <br />from the stormwater management plan. <br />S. The property rises gradually from the pond. The proposed development has <br />incorporated building and road design that takes advantage of the existing <br />topography. The senior building has been designed to follow the general <br />topography of the land. <br />I The City of Orono had planned to have a service road connection between <br />Brown Road an.l the properties to the west. A version of the service drive has <br />been designed to allow for a future connection west. The Concept Plan would <br />allow two way traffic to enter from Brown Road. This is the ideal primary <br />ingrcss/egrcss to the property as a lighted intersection is planned for Highway <br />Page 2 of 10
