The Met Council staff identified <br />two areas of the Housing Element where additional information was needed. One was the <br />identification of specific sites for higher density development. The other was a set of numerical <br />housing goals. <br />In a meeting with Met Council staff attended by former Mayor Gabriel Jabbour and Council member <br />Sonsevere, the city's representatives explained the city ’s process for facilitating higher density <br />housing projects, and indicated that the identification of specific sites for higher density housing <br />prior to having a quality development proposal would be counterproductive. The Met Council staff <br />agreed that rather than identifying specific sites, it would be acceptable to add language to the <br />housing clement to indicate there arc a number of potential sites for higher density housing and the <br />city has the necessary' zoning regulations in place that would enable the sites to be used for a project <br />meeting the city ’s housing needs. <br />The requirements for the Comprehensive Plan include a set of numerical housing goals, particularly <br />in relation to higher density housing. The Plan originally submitted to the Met Council did not <br />include these goals. Staff has developed a set of goals based on the allowed level of density for <br />towTihouses currently reflected in the updated Comprehensive Plan, and on the planned senior <br />housing project at Highway 12 and Brown Road North, as well as recent discussions regarding a <br />continuum-of-care facility for seniors. <br />A copy of the revised language and housing goals, as well as a copy of a letter sent to the Met <br />Council staff regarding the language and goals, are attached. <br />COUNCIL ACTION REQUESTED: <br />Motion to approve the revised language and goals in the Housing Element of the city's <br />Comprehensive Plan os proposed by staff, with revisions if desired.
