! <br />L <br />m-y»M <br />AmguU II. 200J <br />Patc3of3 <br />ihe City follow the recommendations of the County on this issue. <br />Storm Water, Drainage, and Erosion Control: 10* drainage and utility casements arc <br />proposed around all perimeter property boundaries and 5* on either side of the shared <br />boundao io conformance with City requirements. <br />Private driveway casements shall be dedicated for a shared driveway access arrangement <br />should a shared driveway be required. Prior to approval of the final plat, plans should be <br />submitted showing how the private drive could ser\c both lots. <br />Most of the drainag ; flow’s north-northwest on both proposed lots. The City Engineer <br />recommends than some t>pe of “no-grading** zone be established along the north property <br />lines of both lots due to steep grades. This could be done in the form of consciA ation <br />easements. This would prcNcnt future owners from total clear-cutting for lawn and <br />therefore, slow storm water run-off rates from the site. <br />Erosion control measures shall be installed and maintained throughout the course of <br />development. *rhc City will inspect the lot prior to any grading to ensure erosion control <br />measures arc installed. <br />The entire 4 acrca will be subject to the standard storm water and drainage trunk fees. <br />Septic Analysis: Copies of tl.c proposed septic plans were submitted with the <br />preliminary plat. Septic inspector Matt Boltcrman has done a review of the proposed <br />scpac plans and his comments can be found in the attached memorandum dated, August <br />11,2003. He is recommending approval of the proposed septic systems. <br />Issues for Consideration <br />1. Should a “no-grading** /one be required along the northern property lines of both lots? <br />2. Should a shared driveway be established or is an additional access acceptable? <br />3. This proposal will be review by the Park Commission for a recommendation regarding <br />park dedication. <br />4. Are there any other issues or concerns with this application? <br />Staff Recommendation <br />Approval of the preliminary’ plat is recommended subject to the following stipulations: <br />1. Submission and approval of a final plat. <br />2. A conscr% ation easement shall be submitted to control drainage and be included for <br />final plat approval. <br />3. Implementation of the recommendations of Hennepin County. <br />4. Implementation of the recommendations of the City Engineer. <br />5. Subject to standard fees and easements. <br />6. The existing house and associated sheds be removed prior to issuance of building <br />permits for either lot.
