Code would allow scaling up <br />to 288 based on the 48 spaces showTi for parking. The Code determines parking for athletic fields <br />as 1 parking space for each six scats of capacity. Each 22 inches of bleacher space devoted to seating <br />is counted as one scat when determining design capacity for the bleachers. Any bleacher space <br />devoted to aisle or any other purposed is not considered scat space. OBA has indicated the seating <br />capacity will be kept within the 288-seat limit. <br />Lighting <br />There are no lights proposed for the field. Any lighting used within concession stand areas shall be <br />installed and shielded to not expose the light source, per code •■cquiremcnls. <br />Trail Connection <br />The fiiturc trail along C.R. 6 would provide a needed link to the cast. A trail is located cast of the <br />properly to Willow Drive and continues south to the southern end of the Willow View Development. <br />Final trail construction design and engineering would be completed at some point in the future. A <br />condition of the approval is that the School District grant an casement for the trail connection. <br />V. Stormwater Management <br />OBA’s Minnehaha Creek Watershed District permit is complete pending School District execution <br />of a Declaration and Agreement regarding wetland buffers, street sweeping, stormwater facility <br />maintenance and use of non-phosphorus fertilizer. Drafts of those documents arc attached. <br />Issues for Consideration <br />Staff believes all issues were resolved with the original approval. Planning Commission should <br />address any issues of which staff is unaware or which may result from public comment. <br />Staff Recommendation <br />Applicants are requesting renewal of their previous approval with no changes. Staff recommends <br />approval per the findings and conditions of Resolution No. 4689.
