Olson, Village Planner <br />DATE:November 8, 1978 <br />SUBJECT; #319 - West Shore Lafayette Bay Dredging Project <br />The Freshwater Biological Research Foiindation has submitted the <br />final report conducted by the Gray Freshwater Biological Institute <br />concerning the monitoring of water qxiality during the West Shore <br />Lafayette Bay dredging project. The enclosed letter states that <br />the project is complete, the required leveling and seeding has <br />been done. The City hold a letter of credit for $3,000 that the <br />foundation requests be released. <br />Staff inspected the site on Noveirf>er 7, 1973. We found the leveling <br />to be satisfactory, but it was inq>ossible to determine whether the <br />required seeding had been done. The DNR permit had required mulching <br />along with the reseeding, but we found no sign o." mulching. <br />i <br />Our recommendation would be to hold off on the release of the letter <br />of credit until spring. At this point, an adequate determination <br />cannot be made of the original reseeding or if additional seeding <br />may be required. <br />COUNCIL MEETING - NOVEMBER 14, 1978 <br />Council reviewed the FWBI report and commented on the grading. <br />Council took no action to release the letter of credit preferring <br />to wait until formal written request for release is received and <br />until the required reseeding proves to be acceptable next spring.
