Chapter 12 of the Municipal Code of the City <br />of Orono is amended by adding Section 12.070 to road as follows: <br />12.070. Organization ~ Meetings. The council shall <br />appoint a chairperson and vice chairperson from among the <br />appointed members for the term of one year commencing January <br />1st of each year. Any vacancy of the chairperson or vice <br />chairperson shall be filled by appointment by the council for <br />the unexpired portion of the term. The commission may create <br />and fill such other offices and committees as it may determine. <br />The commission shall hold at least one regular meeting <br />each month. It shall adopt rules for the transaction of busi­ <br />ness and shall keep a record of its resolutions, transactions, <br />findings and determinations, which record shall be a public <br />record. Expenditures of the commission shall be within amounts <br />appropriated for the purpose by the City Council. <br />Section 4.
