39.234 <br />r <br />c <br />PI ann ijTj Cor-lssion Rev lew of the Preliminary Plat. The <br />Planning Co.t.iti Lsion shall study and review all Preliminary <br />Plat applications. Particular attention will be given to <br />the location, arrangement and size of lots and blocks; the <br />location, width, length and continuity of streets; the <br />topography and ecology of the land; sewage disposal; <br />traffic; drainage; public services; the further develop <br />ment of adjoining I'.nds as yet unsubdivided; the require <br />ments of the Zoning Code and Comprehensive Land Use Plan; <br />and the recommendat'ons of the City staff and other <br />governmental agenci s. <br />1, Planning Commission Public Bearing. At the <br />advertised time and place, the Planning Commission shall <br />hold a Public Hearing for purposes of public information <br />only. This hearing shall not constitute the "Platting <br />Authority" public hearing as rerquired by Minnesota <br />Statutes Section 462.3757, Subd. 3. The Planning Commission <br />may require that comments from the public be in written <br />form. The recommendations of city staff and governmental <br />agencies shall be entered in the minutes of this public <br />hearing. At the discretion of the Planning Commission, <br />the public hearing may be closed or may be held open for <br />additional information. <br />2. Planning Commission Recommendations. After the <br />Planning Commission has reviewed the Preliminary Plat and <br />the testimony and exhibits submitted at the public hearing <br />including citizen comments and the recommendations of the <br />city staff and other governmental agencies, the subdivider <br />shall be advised of any required changes and/or additions. <br />The Planning Commission shall recommend approval, condi <br />tionally approval or disapproval of the preliminary plat <br />within thirty (-30) days after the date of the regular <br />meeting of the Planning Commission at which the public <br />hearing on preliminary approval including adjourned date <br />thereof, is closed. The Zoning Administrator shall <br />return one (1) copy of the proposed preliminary plat to <br />the subdivider with the date of approval, conditional <br />approval, or disapproval and the reasons therefore <br />accompanying the plat. <br />■i
