This Included (1) City <br />Engineer Jim Olson's report dated March 8, 1978, (2) Devel-.per's Engineer, <br />Bruce Kelly's, reporr dated March 3,1978, (3) Developer's purchase agreement <br />and riders, (4) Declaration of covenants, conditions, restrictions <br />and easements, (5) LesT<iloper*s attorney, Steven Pflaum's letter to Bruce <br />Malkerson dated Mar^'i 7, 1978. <br />The questions raised ry the City Engineer were discussed. There appeared <br />to be an agreement trst roost of these were technical Issues which could <br />best be resolved by tae City Engineer. <br />Steve Pflaum's letter was also discussed. Hie Planning Commission <br />members were somewhar concerned whether these were conclusions agreed <br />upon and approved by rhe City Attorney. A1 Olson stated that the City <br />Attorney had approved and assured the members that he would obtain a <br />report to this effecr before the Planning Commission meeting scheduled <br />for March 13, 1978. <br />The pedestrian access was left unresolved. <br />PLANNING COMMISSION - March 13, 1978 <br />Tim Adams was preseni:. <br />The Zoning Administrzror introduced the latest material submitted by the <br />developer. <br />Jim Olson, the City ^glneer, added his comments with reference to his <br />report. A brief sunisry of his concerns were as follows: <br />1. Private road - safety and erosion <br />2. Distinction between conservation and pasture easements <- <br />potentially hazardous to rvinoff
