rrr:r>' <br />City of Orono <br />Crystal Bay, Mn. 55323 <br />Ke: File No. 139 <br />February 22, 1978 <br />2) Sanitary Sewer - The Soil Development Guide, Map Np. 7, prepared by <br />Hennepin Co. Conservation District, indicates that the predominate soil <br />type across the majority of the site is Glencoe (Gc) and Dundas (Du). <br />The northern edge and the southern edge of the site has Lester (LtB) soil. <br />The Lester soil is generally suitable for standard septic tank-drainfield <br />systems, while the Glencoe and Dundas soils generally have very severe re <br />strictions preventing use of a soli absorption system. The Urbanization and <br />Land Feature Map, Map No. 6, indicates a high water table over large portions <br />of the property. The Orono Sewerage Facilities Map, Map No. 5, indicates <br />that there is an existing sanitary sewer at the southeast corner of T.H. 12 <br />and Old Crystal Bay Road.. We have not determined at this time if there is <br />any sewerage capacity in the existing Orono and/or Long Lake sewers for <br />additional industrial development. <br />3) Storm Water Run-off - The site proposed for rezoning lies within storm <br />water district LC-2. There are no flood plain or wet lands involved with <br />this property. Section 36.043 of the Zoning Code indicates that the maximum <br />lot coverage ofbuildings and other structures (which Is Interpreted to in <br />clude parking lots) is 45X of the total lot area in an industrial zone over <br />3 acres in size. <br />At the maximum amount of hard cover permitted, the Industrial use would re <br />sult in two times the amount of storm water run-off than from 2 acre <br />residential development. Table 2 of the Storm Water Management Plan indi <br />cates that 108% of marsh LC-2a is required for assimilative capacity or a <br />Portage of marsh area. <br />In conclusion, it is our opinion that the proposed rezonlng would result in higher <br />traffic volumes, would require sanitary sewer facilities and would increase storm <br />water run-off within the area. The degree and the magnitude of these factors <br />cannot be reasonably determined without analyzing a specific development proposal. <br />Therefore, relative to engineering matters, we recomnend that the rezoning re <br />quest be denied until there Is a specific development proposal for review. The <br />question of sanitary sewer capacity must be resolved. The location for an ex <br />pansion of the Industrial district, - adjacent to major roadways, a railroad <br />track and existing industrial use - appears reasonable provided the impacts re <br />sulting from that industrial expansion will not adversely affect the City of <br />Orono. <br />Yours ve^^ruly, <br />BONESTRdo, ROSENE,IK & ASSOCIATES, INC. <br />Page 2.
