Oltom <br />wear Henry, <br />We have reviewed the request to rezone 15,32 acres at the southwest corner of <br />T.H* 12 and Old Crystal Bay Road relative to engineering matters. In the supple­ <br />mental information submitted by Van Dale, Inc. it was indicated that no specific <br />plans have been made for the parcel but it was Implied that the intended use may <br />be similar to the existing industrial use east of Old Crystal Bay Road. However, <br />once rezoning to Industrial has been granted, any industrial use consistent with <br />the zoning ordinance can be developed. <br />Because of the uncertainties of future development proposals, we can only com­ <br />ment in a general way regarding engineering matters. The permitted uses in an <br />industrial district are listed in Sections 36.011 and 36.020 of the zoning code. <br />These permitted uses range from activities that require very little municipal <br />utility demand such as warehousing or storage to activities that require a very <br />high municipal utility demand such as engraving or metal plating. Some of the <br />permitted uses generate very little traffic volume such as a small manufacturing <br />operation with few employees while others may generate a large volume of traffic <br />such as a truck terminal warehouse complex. With regard to engineering matters, <br />we offer the following comments: <br />1) Traffic - We have been informed by the City Staff that there is a <br />history of traffic problems at the Intersection of T.H. 12 and Old Crystal <br />Bay Road. Because of its continuity through the middle of Orono, from <br />Co. Rd. 51 on the south to Co. Rd. 6 (6th Ave.) on the north. Old Crystal <br />Bay Road becomes an important collector street facility as a part of the <br />City's transportation system. Eventually a new bridge may be required <br />over the railroad tracks and signalizatloc of the Intersection with T.H. 12 <br />will probably be required. Since most bottle-necks occur at intersections, <br />it is very important that development around the intersection be carefully <br />controlled so that existing and future traffic carrying capabilities are <br />not adversely affected. From a planning consideration, it is desirable to <br />locate any industrial use adjacent to major roadways. We cannot comment on <br />the affect of the proposed rezoning on traffic volumes except to state that <br />generally traffic volumes are larger from industrial use than from resi­ <br />dential use. <br />Page 1.
