1 <br />NCSCO-S(77-39-01) ’ —" <br />SUBJECT: Notice of Application for Permit <br />4 We have conducted an environmental review based principally on <br />information provided by the permit applicant, and our environmental <br />impact assessment Is inclosed. The decision whether to issue a per­ <br />mit will be based on the probable Impact of the proposed activity on <br />the public interest. That decision will reflect the national concern <br />for both protection and utilization of important resources. The benefits <br />which reasonably may be expected to accrue from the proposal must be <br />balanced against its reasonably foreseeable detriments. All factors <br />which may be relevant to the proposal will be considered; among those <br />are conservation, economics, aesthetics, general environmental concerns, <br />historic values, fish and wildlife values, flood damage prevention, <br />land-use classification, navigation, recreation, water supply, water <br />quality and, in general, the needs and welfare of the people. No <br />permit will be granted unless its issuance is found to be in the pub­ <br />lic interest. <br />5 Interested parties are invited to submit to this office written <br />facts, arguments, or objections within 30 days of the date of this notice. <br />These statements should bear upon the suitability of the location, the <br />adequacy of the plans and should, if appropriate, suggest any changes <br />deemed desirable* <br />6.- All replies should be addressed to the District Engineer, St. Paul <br />District, Corps of Engineers, 1135 U.S. Post Office and Custom House, <br />St. Paul, Minnesota 55101, Attention: General Regulatory Branch. <br />\ <br />FOR THE DISTRICT ENGINEER: <br />1 Incl <br />as Chief, Construction-Operations <br />Division
