Applicant was <br />advised that any engineering costs would be borne by him. <br />Later in the evening, during discussion of the Upper Watershed Storage project, <br />the Planning Gomnission showed extreme concern over the long range effects from <br />dredging and filling of wetlands, marshes and shorelines. They were also concerned <br />with placement of the spoils so near the lake. Because of the similarity to the <br />Birkeland proposal, the Coonission reconsidered their decision. Mr. Birkeland <br />was no longer present, so the Zoning Administrator was directed to inform him that <br />the Conmission would reconsider the proposal at the next meeting of February 7, <br />1977, and not to invest in the engineering costs. The Planning Commission would <br />make a site inspection and check any old plans Mr. Birkeland mi^t be able to <br />produce. <br />STAFF - January 19, 1977 <br />Called Mr. Birkeland at 2:45 p.m. Not in - left message with son to return call. <br />STAFF - January 20, 1977 <br />Mr. Birkeland returned call at 10:15 a.m. I explained Planning Coonission recon­ <br />sidering of proposal and informed him not to invest in engineering costs until <br />Planning Conmission reconsiders proposal on Fd>rxjary 7, 1977. Also informed him <br />of moratoriiffli cn wetlands variances. <br />STAFF - January 25, 1977 <br />I*m enclosing copies of some of the data Mr. Birkeland said he would submit. He <br />has also given me two photos whidi I cannot reproduce. They are in my file. They <br />give us a better i^a as to the projected fill and dredging. <br />Mr. Birkeland was quite iqiset when I informed him of the moratorim recently <br />declared on dredging and filling of wetlands. <br />PLANNING CtBfflSSION ^CBTING - February 7, 1977 <br />Conraissioi reviewed the photos presented by Mr. Muhich which Mr. Birkeland had <br />recently taken of the area indicating configuration of existing channel and <br />location of proposed fill. Mr. Muhich informed the Conmission and Mr. Birkeland <br />that a moratoriun on dredging has been declared since this application. Any <br />approval at this time would require a variance to the moratorium. <br />Conmission made the suggestion that ^^r. Birkeland put a dock in front of his <br />property. Mr. Birkeland felt that existing channel is man made and should be <br />maintained. He has maintained this channel in order to eliminate any growth of <br />algae and weeds which does not look appealing.
