TO: <br />FRCW: <br />DATE: <br />SUBJECT: <br />Planning Commission ^ Council #80 <br />Hank Muluch, Zoning Administrator - Supplement to A1 Olson's Report <br />September 30, 1977 <br />Sidney Rebers - 2060 Kay^ata Boulevard <br />Subdivision (Preliminary) - Rezoning <br />I reviewed the proposal and packet as previously prepared and distributed by Al. <br />I discovered that a copy of the plat map section was missing. I'm enclosing a <br />copy of the plat map with tliis memo as we do on all such proposals. <br />In checking the plat map, some interesting questions came to my attention. Note <br />the dotted line indicated by the arrow on the copy of the plat j»ap. I have not had <br />the time to review exactly what this dotted line might indicate, but might <br />request the applicant sutait some data to clarify the status of all this property. <br />I'm sure the status will be cleared when the title opinion is reviewed by our <br />attorney, but it would probably be less expensive and less time consuming now <br />rather than after preliminary approval. <br />I liaven't heard anything from the State Higliway Department regarding tliis proposal. <br />I don't know whetlier Al has sent them a copy to review. The State Hi^way Dept, <br />should be consulted. Diey might be interested in additional right of way. Yte <br />might also consider easements for service roads or other access alternatives. <br />h’e should also obtain some direction from the City Engineer for drainage from the <br />property so we have no future problems when the residentially zoned area is <br />develop^. We should provide for drainage easements at this time. <br />In checking the plat map, I also remembered that utility services are not provided <br />by Orono in this area. We should also require some clarification on this issue. <br />Some of the properties in this area are serviced from Long Lake. These have all <br />required the s^roval from the City of Long Lake. We must remember the current <br />status of the Long Lake Sewer Plant (capacities, adequacy of sewer line sizes <br />and such). <br />Access to the properties should also be addressed. We should resolve any possible <br />traffic problems befora making any determination on the proposal. <br />The re zoning proposal appears favorable. The B-1 zoned area currently described <br />splits the Bill Wear pr<^rty. It would seem to make more sense to follow a <br />given straight Ipe for zoning purposes whenever it might be possible. If a <br />given straight line is established today, I believe we would eliminate any <br />future controversies with other property owners in the iimediate B-1 district. <br />PLANNING OCTMISSION hCBTING - October 3, 1977 <br />Sid Rebers, his wrveyor Ted Kemna, and Long Lake Councilman Barney Kogan were present. <br />Planning ConmissicHi reviewed issues noted by Zoning Administrator.
