H MINUTES OF A PLANNING COMMISSION MEETING HELD ON SEPTEMBER 11, 1978 <br />The Orono Planning Commission met on the above date. <br />Present were Chairman Hassel, Hurr, Hannah, Frahm, <br />McDonald and Hammerel. Alan Olson (City Planner), <br />Jean Mabusth (Asst. Zoning Administrator), and Jim <br />Olson (City Engineer) were also present. <br />Chairman Hassel announced this was the time and place <br />for a Public Information Meeting on Mrs. Hollander's <br />subdivision request. Mrs; Hollander and her engineer <br />(Jerry Hauer) were present. Mr. and Mrs, John <br />Guthrie were present from the public. Alan Olson <br />stated he had the Affidavit of Publication and <br />Certificate of Mailing. No changes have been made <br />since preliminary approval. Mrs. Hollander will <br />proceed with the private road. There are no septic <br />problems although Lot 1, Block 2 will require a <br />mound system. The County has completed their review, <br />but we have not received their written comments. <br />They will require relocation of the proposed curb <br />cut onto Highway 6. Consequently, Mr. Hauer <br />presented a revised plat which conforms to the County <br />requirements. Mr. and Mrs. Guthrie's main concerns <br />were in regard to the road construction and the <br />effect of new wells on a spring fed lake in the area. <br />There was some discussion regarding completing the <br />road with the first phase, maintenance of the road <br />either by a homeowner's association or a maintenance <br />covenant, filling of wetlands and the phasing of the <br />development. <br />Hassel recommended preliminary plat approval subject <br />to the following conditions: <br />1. <br />ATTENDANCE I <br />7:30 P.M.1 <br />i- <br />MRS. Meeting <br />7:30 P.M. •- 7:50 P.M <br />(#412)laa <br />4' <br />Preliminary approval of eight lots in first phase: <br />Lots 1-4, Block 1 and Lots 1-4, Block 2. Proposed <br />road to be platted through from east to west. <br />Remaining land area to be platted as two outlots, <br />one containing the existing buildings (includes <br />3 dwellings) the other outlot containing the <br />remaining land south and east of the proposed road, <br />said outlots to have a moratorium on all construction <br />until they are properly divided.
