MINUTES OF A PLANNING COMMISSION MEETING HELD ON JULY 24, 1978 <br />f <br />» j <br />Ihe Orono Planning Coimnlsslon met on the above <br />date. Present were: Chairman Hassel, Hurr, <br />McDonald, Wilson, Hannah, Frahm and Hammerel. <br />Alan Olson represented the City staff. <br />ATTENDANCE <br />7:30 P.M. <br />Hassel announced this was the time and place <br />for a Public Information Meeting on this <br />subdivision request. Olson stated he had the <br />Affidavit of Publication and Certificate of <br />Mailing. Mr. Neslund and ^h:. Knutson, the <br />engineer, were present. No public in attendance. <br />There was discussion regarding Lot 2 only <br />containing 1.7 acres versus the required 2 acres. <br />It was stated that the average dry area for the <br />entire division exceeds two acres and lot lines <br />are on natural features. Hurr questioned the <br />amount of wetlands on Lot 12 and was informed <br />by Mr. Knutson that there were no designated <br />wetlands on Lots 10-12. All lots would be served <br />by a private road with a cul-de-sac. Due to <br />negative response from the Planning Commission at <br />the Sketch Plan Review, the hiking path has been <br />omitted. During discussion it was also noted <br />that Jim Olson's letter on file raised questions <br />in regards to an earlier plan which has now been <br />changed to the current proposal. <br />COLPEPPER LAND CO. <br />40 Orono Orchard Rd. <br />SUBDIVISION <br />PUBLIC INFO. MTG. <br />(#306) <br />7:30 P.M. - 7:42 P.M. <br />Hassel moved to approve the preliminary subdivision <br />in the form submitted, and for the record, a variance <br />to'the 2-acre dry buildable area be granted for Lot 2 <br />because the overall density of dry buildable in the <br />subdivision exceeds the 2-acre requirement and there <br />is a natural drainage pattern that flows on the <br />proposed division line between Lots 2 & 3 causing a <br />topographical hardship, approval subject to: <br />3. <br />4. <br />5. <br />6. <br />The new road be a private road with underlying <br />easement to the City. <br />Septic testing on each lot meet City approval <br />prior to final plat approval. <br />Conservation easement over the wetlands. <br />Drainage easements where necessary. <br />Payment of park dedication fee. <br />Developer's Agreement prior to road construction. <br />® Motion seconded by Hurr.
