■ <br />CITY OF ORONO, MINNESOTA <br />MINUTES OF A PLANNING COMMISSION MEETING HELD MAY 8, 1978 <br />The Orono Planning Commission met on the above date <br />with the Jollowing members present: Acting Chairwoman <br />McDonald, Members Wilson, Hammerel and Hannah. Also <br />present was Mike Gaffron, Septic Systems Inspector, <br />and Jim Olson, the City Engineer. <br />Chairwoman McDonald announced that this was the time <br />and place for a public hearing on Lloyd Kelley <br />Subdivision, 85 South Brown Road, <br />Applicant Lloyd Kelley was present. A new sketch <br />plan was presented to the Planning Commission <br />showing four proposed lots with access road <br />continuing through west end of property for possible <br />future connection to adjacent roadway. <br />Mike Gaffron brought up that the access road goes <br />through a wetlands and should be made an outlot <br />rather than an easement. Mr. Kelley stated that <br />the existing road will remain the same. If the <br />proposed road is developed there will be marsh <br />wetlands to deal with. <br />There were no comments or discussion from those <br />attending the public hearing, therefore, the public <br />hearing was closed at 7:45 P.M. <br />Staff requested that no further action be taken until <br />soil testing information is received. The roadway <br />should also be clearly defined. <br />Coninission Member Tom Frahm arrived. <br />ATTENDANCE <br />7:30 P.M. <br />i <br />PUBLIC HEARING <br />LLOYD KELLEY <br />SUBDIVISION <br />85 South Brown Rd. <br />(#372) <br />7:50 P.M. <br />Jim Olson stated that in terms of a concept it is <br />most acceptable and is in a position to be approved, <br />however, because there are some specifics lacking it <br />would be our recommendation that it be tabled until <br />the next Planning Commission meeting at which time <br />the applicant will have the opportunity to have his <br />engineer supply more specific details on the drawing. <br />He also stated that an easement should be taken at <br />this time to Insure the future use of the road for the <br />City. <br />After further discussion, Gregg Hannah made a motion <br />that we give conceptual approval to subdivision <br />contingent upon the appropriate presentation of further <br />detailed information which is not now available to us.
