I# <br />> i <br />1 <br />•7:45 P.M. <br />)M <br />: NORTH <br />LELIM.) <br />' • ■';Wi <br />*.. <br />minutes of a planning commission meeting held FEBRUARY 6, 1978 - PAGE 4 <br />¥' <br />The letter also suggested these items be reviewed <br />by the City Attorney, Also, the access be developed <br />^and maintained as a private street, association <br />^Pagreeinents be considered and any improvements of <br />P'-. <br />the access at County Road would require approval <br />of Hennepin County, <br />Ev <br />t-. m <br />Mr, Ledstrom and his attorney, Tony Soderman, <br />and Dr, and Mrs, Craddock, 3405-6th Avenue North, <br />neighbors who recently purchased part of the <br />property, were present. <br />The Zoning Administrator referred to his original <br />memo dated 1-4-78 which indicated the Commission <br />might consider obtaining an underlying easement <br />across the existing private road, that the park <br />dedication fee would be $500 ($250 per lot), and <br />that a request for review and comments had been <br />forwarded to the Minnesota Department of Natural <br />Resources, Minnehaha Creek Watershed District, <br />Hennepin County Public Works Department, City <br />Engineer, City Attorney, City Public Works <br />Director and the City Administrator, He also <br />stated that the access was put in about one year <br />ago and that Mr. Ledstrom will have to submit a <br />new plan to provide for the access as suggested. <br />Mr. Craddock asked if this subdivision would <br />affect his septic system. He also stated that a <br />well had been put in and now it can pump into the <br />pond and overflow onto his property. He asked <br />the Commission if they were aware of thi§ problem <br />The Zoning Administrator stated that Mr. Ledstrom <br />started the duck pond without a permit. However, <br />discontinued the project and came to the City <br />and took out a permit on November 19, 1976. On <br />January 3, 1977 the Council adopted a moratorium <br />of dredging duck ponds and tabled Mr. Ledstrom's <br />application. <br />he <br />Mr, Ledstrom stated after he was informed of the <br />necessary permit he ceased working on the project <br />snd took out a permit last summer. <br />Mayor Van Nest explained that Jim Olson's letter <br />stated Mr, Ledstrom will have to provide the <br />necessary information and satisfactory septic system <br />at the time a building permit is taken out. <br />The Planning Commission was concerned that Lot 1 <br />could support a suitable septic system since Lot 2 <br />is being split off 21 and that property will have <br />its own septic system. <br />RICHARD LEDSTROM <br />#348 <br />(con't) <br />n <br />■ <br />/r V <br />J <br />'*> <br />r-4 <br />i ■ >'
