This would be slightly less if the <br />area being dedicated for Kelley Parkw'ay is excluded. <br />♦ <br />The essential difference between staff and developer calculations is that developer wishes to pay the <br />SieW fee only for the dry buildable portion of the land, since that is how the density is calculated. <br />However, up to and including 2000, this S»&W connection fee was charged on a unit basis, and for <br />2000 was $3,645 per unit for sewer and $5,050 pt- unit for water. In 2001 the fee was restruelwred <br />tc Ve an acreace charge, based on gross acreage (including wetlands ) since the City had no clear <br />pic ^tc of how much of the developable Hwy 12 assessment area was wetland. The fee was based <br />on the dollar amount needed to recover City ’s costs of the original project, divided by the gross <br />remaining undeveloped acreage. <br />Hw" titc restructuring not occurred, the S&W unit fee for 2002 would have been $9-1 0,000/unit. For <br />2002, the S&W connection charges total 514,115/acre. For the residential portion this represent" <br />a W unit fee of about $3600. While the prior owners and not the developer benefitted from this <br />rci ..cturing, the City is obligated to have development pay its fair share of the costs of the existing <br />inf asiructure it benefits from. It also could be noted that the dental office on 2 acres-^vill use <br />appro.ximately 4 S&W units, i.e. paying $28,000 total or ’$7,000 per unit. The^toncBay <br />development will use 160 units on 40 acres, or only paying only half the per-unit cost as the dental <br />office <br />Staff Recommendation <br />Staff recommends that there be no reductions in the S&W Connection Charges
