The deck constitutes additional hardcover and lot <br />coverage above the previously approved amounts. <br />6) Grade of the walkout level in the westerly 0-75’ zone has been lowered by <br />approximately 2’, in violation of denials in 1998. This grading work was not covered by <br />any permits issued to date and has never been approved as part of any prior zoning <br />application. This grading was apparently done to create a better walkout situation. Old <br />and new surveys and photos clearly show that the entire west lakeshore yard has been <br />excavated and the west facade of the house has been opened up to a much broader width <br />and height than the original house. <br />GalTron pointed out that the grading activity to date on the west side of the house has left <br />virtually no vegetation intact and 90% of the lakeshore yard in a state of bare unprotected <br />soil. Staff and MCWD have required that hay bales and silt fencing be in place during the <br />past few months until proper plans were submitted and approved. <br />7) Gaffton noted that undercutting of the lakeshore bank due to high water wave action <br />may be a separate issue from the work that has been done to the lakeshore yard. However, <br />the bank at the immediate shoreline is very steep, 60% slope with little vegetation to <br />stabilize it. Without riprap and some method of shoring it up, this bank has the potential to <br />erode and/or slump off in the foreseeable future. <br />‘ -.i <br />With regard to the proposed boulder wall and landscaping plan received on November 12, <br />2002, Gaffron indicated that the City Engineer has had little time to comment, however, * <br />his initial comments were as follows: <br />1) the plans should include existing and proposed contours <br />2) hardcover calculations should be included with the submittal <br />3) Section lA-1 should include the existing grade, along with 10* on either side <br />PAGE 21 of 28 <br />ifirt a - I tlirfitti
