Such apoKcation shall be executed by the <br />individuals ap^ing therefor or the duly author!^ agent or representative of the <br />sponsoring organiution. <br />B,Investigation. The O^rk shall forthwith refer al^pplications for parades to the Council <br />for its consideration. \^e Council, in conjunction with the appropriate public safety <br />authorities, shall investighte the application to Mtermine whether the proposed parade will <br />cause a hazard to person^r property, caus/ inconvenience to the public and whether <br />adequate arrangerr^nts have i^een or can be^ade for necessary direction and control of <br />traffic. The Council may eith^l) deny tVt permit, (2) grant the permit, or (3) grant the <br />permit on condition that a date/rime oi/route are acceptable to applicant which differ <br />from such as is stated in the appH^tlon. Applicant shall have three (3) days within <br />which to communicate acceptance oKany additional terms to the Clerk. <br />Subd. 4. Unlawful Acts. <br />A. No person shall hamper, obstru^ impede, ofHnterfere with any parade, parade assembly <br />or any person, animal or vehicle participating\tbe parade. <br />B. No person shall drive a vehi^e between the vehicle^r persons comprising a parade when <br />such parade is in motion. <br />C. No person shall ente^into a parade without prior fh(thorization from the parade <br />chairperson. <br />D.No parade participant who is riding on any vehicle, animal pother parade unit shall <br />throw, hurl or foneibly eject any substance or article of any kind, including but not limited <br />to candy and other edible items, balloons, novelties and flowers. N^is prohibition also <br />applies to anyyparticipant in the parade who is not riding on a vehicib. animal or parade <br />unit, unless t^ participant is walking within five feet of the street curbNhi no event shall <br />any such ^stance or article be distributed in such a manner as to enco^ge minors or <br />other pa^e viewers to leave the curb and enter the traveled portion of tb^oadway. <br />Subd. 5. ^ception. This section shall not apply to (1) funeral processions, \r (2) a <br />govenunentrn agency acting within the scope of its functions. <br />SECTION 414.01. GAMBLING. <br />Subd. 1. Purpose. The purpose of this section is to regulate and control the conduct of lawful <br />gambling pursuant to the provisions of Minnesota Statutes Chapter 349. <br />4-31 <br />Jink
