Such recommendation is based on the following conditions: <br />1. All preliminary grading and driveway plans shall be approved by the City Engineer prior to <br />placing this application on the City Council agenda for preliminary plat approval. <br />2.The preliminary grading and driveway plans shall also indicate how the grading will impact <br />the existing mature tree growth along Watertown Road. <br />2.Standard drainage and utility easements shall be dedicated on the final plat overall wetlands, <br />5 ’ along all interior property lines and 10’ along all exterior property lines. <br />3. Required setbacks for Lots 1 and 2: <br />Lot 2 Front 50 ’ <br />Side 30’ <br />Rear 50 ’ <br />Side Adjacent to Outlot A 50 ’ <br />Lot 1 Front 75’ <br />Side 45’ <br />Rear 75’ <br />4. Final plat shall include recording of a shared driveway maintenance agreement for Lots 1 and <br />2. <br />5.Final Plat application shall include all required application fees, including pa>Tnent of park <br />dedication fees of 8% of the land value prior to subdivision, not to exceed $5,550 per lot and <br />stormwater fee of $135,000 based on $2700 per acre. <br />The Stormwater Trunk Fee of $135,000 is a concern to this anplicant since the truck fee <br />aiiiounts to $67.500 per lot. The City has recently started a nroeram that generates fees <br />for_ City .stormwater improvements that are specified in the Surface Water <br />JVIanagcmcnt Plan. Staff will have individual discussions with the applicant about this <br />issue and the City Council w ill review the fee structure and impact this dcvelnninrnr <br />has on the overall management program. This fee will be reviewed bv the Public <br />Works Department and City Ennincer prior to this preliminary olat anolication re% <br />bv the City Council. <br />Planning Commission Option for Action: <br />1. To approve. A recommendation of approval shall be subject to the condition noted above. <br />2. To deny, slating reasons. <br />3. To table. <br />4.
