The <br />applicant is proposed to divide a 50 acre parcel into 2 building sites. The new Sturm Water and <br />Drainage Trunk Fee requires lots in the RR-IB (2 acre) district to pay $2,700 per acre totaling <br />$135,000 for this lot. The applicant has requested the fee be adjusted based on the fact the fee <br />assumes full development which will not occur in this case. <br />Although the Council is not being requested to approve the Prcliminaiy Plat at this time, any <br />comments relating to the subdivision are welcome. <br />Application Background: <br />The applicant has applied for a Preliminary Plat for a two-lot subdivision of a 50+ acre site <br />located on Watertown Road, and a variance to permit additional width to an existing driveway <br />that provides access through a protected wetland. The properly is located in a 2 acre zone and <br />will be divided by creating two building sites (Lots I and 2) and shared driveway (Outlet A). The <br />lot division is a front/back lot split, hence the back lot needs to be 3 acres. <br />The general site plan meets all requirements for a front lot/back lot subdivision. Access to the <br />properties would be through Outlot A. A driveway has e.\isted on the property since, at least <br />1975, through a large wetland basin. The City Fire Marshal and Long Lake Fire Department are <br />reviewing the individual access for each lot. The Fire Marshal and Fire Department are being <br />asked to comment on the driveway length/width and ability to turn emergency vehicles on each <br />lot. It is likely that a circular driveway will be required for each lot. A detailed grading plan and <br />driveway construction plan will require further engineering review. The City Engineer has <br />recommended each driveway be designed to not exceed a 10% grade. <br />Planning Commission Recommendation: <br />By a vote of 7 to 0 the Planning Commission recommended approval of the site plan and <br />approval of a variance to permit widening of the driveway through the wetland based on the <br />following findings:
