metropolitan Council <br />Bu<ld(np communtlfes fhal work ocr <br />Cn Y <br />September 27,2002 <br />To: Local Unibi of GovernmcDt in the Metropolitan Area <br />Re: Proposed Plans for Metropolitan Council Redistricting <br />P / pfY.p <br />‘^'"''"■wvo.vo <br />The Metropolitan Council invites you to comment on three proposed plans for redistricting the sixteen Council <br />districts. <br />Minnesota Stotutes 473.123, Subd. 3a states “the legislature shall redraw the boundaries of the council districts <br />after each dicennial federal census so that each district has substantially equal population.” Redistricting is to <br />take place for the Metropolitan Council each ten years in the year ending with the number ”3”. Prior to the 1993 <br />legislative session, the Metropolitan Council submitted a redistricting proposal that was adopted by the <br />Legislature. In keeping with that precedent the Council intends to submit a redistricting recommendation in the <br />2003 session. <br />For the past few months a Metropolitan Council Redistricting Advisory Group has been meeting for the purpose <br />of making a recommendation on new Metropolitan Council districts based on the 2000 census. The advisory <br />group established several factors as criteria. These include: <br />• Minimize the splitting of suburban communities. <br />• Keep each district of substantially equal population. <br />• Retain two districts entirely with the municipal boundaries of Minneapolis. <br />• Retain one district entirely with the municipal boundaries of St. Paul. <br />• Group communities locally that have some common subregional interests. <br />Prior to the Redistricting Advisory Group (consisting of Council members and public representatives) making a <br />final plan recommendation to the Metropolitan Council, the Redistricting Advisory Group is seeking public <br />comment on three proposals that subtantially meet the redistricting principles. District descriptions and <br />population information on each district is included in this mailing. If you do not have internet access and wish <br />copies of the maps please call the Council’s Data Center at 651*602-1 140. <br />A public comment meeting wiil be held on Thursday, October 10,2002 at 3 p.m. in Room 1 A of the <br />Metropolitan Council offices at Mean Park Centre, 230 E. Fifth Street, St. Paul, Minnesota. As alternative <br />ways to comment, persons may call the Council’s public comment line at (65 1 )602*1 500 and leave a recorded <br />message or e-mail the Council’s Data Center at data.center@metc.state.mn.us regaiding the three redistricting <br />proposals. Written comments may also be faxed to (65 1) 602-1464. All comments will be accepted until 5 p.m., <br />October 11,2002. <br />Your comments on the proposed plans are greatly appreciated.
