COUNCIL ACTION REQUESTED <br />Review the CPUD concept and provide stafT with direction as to whether it should be revised to <br />incorporate additional mixed use options. Exhibit A, attached, provides some background on <br />what thcbenefits are to the City and what the CPUD process would be. <br />Council can either direct staff to: <br />Proceed with a visioBiBg process for the Navarre Commercial area and place <br />discassioB of the CPUD district on-hold aatii the visioninf process is complete. <br />If the Council does choose the option of completing a visioning process for Navarre the ordinance <br />may not be adopted for some time. The Council could choose to move forward with the visioning <br />process and choose to proceed with the CPUD district only for use in the B-4 district. Adopting <br />the district would allow the current developer to move forward and make an official application <br />for the Navarre Site. <br />t Ane B-4 district is the Office and Professional Business District. The Zoning Ordinance states the <br />purpose of the district is to provide a district which is related to and adjoins residential districts or <br />other business districts for the location of administrative office buildings and related offices. The <br />office uses allowed in this district are those in which there is limited contact with the public and <br />no exterior display or selling of merchandise to the general puMic. The Permitted uses in the <br />district are municipal buildings, offices, clinics, and banks and insurance offices. <br />The only properties in Orono zoned B-4 are in Navarre and include the Fox Run Office <br />Development, the Gray Freshwater Center, the Baywinds Chuch site (formally Remax Real <br />Estate Building, and the east two properties proposed for development. The only vacant sites <br />currently zoned B-4 are the properties owned by the developer and the I acre property south of <br />the dental office. If the Council chooses to allow the CPUD for use in the B-4 district this would <br />not commit the City to any proposed development, but rather would allow the developer to make <br />a formal application to the City. <br />B.
