Gappa <br />Title Director of Public Services <br />Administrator Reviewed: <br />7/ <br />Agenda Section: <br />Public Service Director ’s Report <br />Item Description: Schedule Assessment Hearing for North Arm Lane Paving Project <br />The deadline for contractor submission of quotations for this is project is scheduled for Monday, <br />September 23"*. Information on the quotations received will be provided at the Council meeting <br />Acceptance of the quotation for this project will not occur until after the assessment hearing. The <br />costs provided in this memo are estimates based on the feasibility study. Proposed assessment costs, <br />based on the quotations received, will be provided for the meeting <br />At the Public Hearing for this project, the neighborhood residents asked if the City would consider <br />a financial contribution for this project and Council directed staff to research this issue and present <br />possible funding options for this project at the assessment hearing. We have studied the possibility <br />of a City financial contribution for this project and our staff recommendation is that a City <br />contribution for some of the project costs may be warranted for several reasons. The first reason is <br />that having this road paved will reduce the City's maintenance costs for grading and crushed rock <br />replacement on this road. This is the only gravel road in this area of the City, so it is inefficient to <br />mobilize the road grader to maintain this one road. A paved road would require less maintenance and <br />will also reduce the amount of sediment in the storm water runoff from this road. Another reason for <br />City financial participation in this project is that the City currently pays for pavement overlays on <br />other public streets with no assessments to the neighborhood residents. These pavement overlays <br />also include costs for repair of poor areas in the pavement and shouldering of the road after the <br />overlay is completed. The equivalent cost of a pavement overlay is $9,000 which is about 30% of <br />the project cost. <br />The estimated project assessment based on the feasibility study cost estimate, and a City contribution <br />of $9,000 is $3,300 per property for seven properties. The proposed interest rate is 6.25% which <br />is the same rate that has been used on sanitary sewer projects. The neighborhood residents have <br />requested a ten year time period for this assessment. However, options for earlier payment of the <br />assessment are available with reduced interest costs. <br />We are recommending Council approval of the attached resolutions declaring the costs to be assessed <br />and scheduling an assessment hearing for 7:00 p.m. at the October 14"* Council meeting <br />Page 1 of 2 <br />I
