2001-2002 Marina Licenses <br />September 6,2002 <br />Page 4 <br />The site provides ample parking for customers in the summer and a large capacity for boat storage in the <br />winter. This site has been fully utilized for winter boat storage in recent years. <br />This marina in spring 2001 applied for CUP approval for use of all 72 dry stack slots for On-I>cmand <br />Launching. The use of the dry stack system at North Shore has not posed any problems for the City. The <br />primary concern would be parking, which is ample on this, the largest of Orono's marina sites. A secondar <br />concern is boat density on the lake; however, since the LMCD has long maintained the position that all *.' <br />dry stack slots can be used for boats that are for lake use (as opposed to for sale or waiting for service, etc.) <br />it would be consistent for the City to acknowledge all 72 for lake use. *rhe application was tabled in April <br />2001 by the Planning Commission at applicant's request v.t order for him to satisfy identified neighborhood <br />concerns regarding the marina. We expect the application to proceed this winter. <br />Activities occurring on the site which require the property owner’s ongoing attention in order to remain in <br />compliance with the seven operation stan^ds include limiting storage of boat trailers and other equipment <br />to those areas noted on the approved site plan. The applicant has recently completed a substantial amount <br />of landscaping work in thi.« area to make the dry stack units less visible from the road and has added more <br />trees and a fence west of the service building to screen it from the adjacent residential .noperties. <br />Staff recommends approval of a 2001-2002 license for North Shore Marina. *rhe license v.''ill be annotated <br />to indicate that use of all 72 dry-stack units for boats for lake use requires completion of the CUP process. <br />E. Wayzata Marine - 3324 North Shore Drive <br />Wayzata Marine began operating at this site in 2000, taking over from the former Lakeside Marina. <br />The operation has historically included sales of boats, motors, trailers and marine accessories; boat <br />repair and servicing; on-land winter/summer boat storage; and 77 in-water slips (70 rental). It is <br />noted that the 2000,2001 and 2002 license requests to Orono include 5 boats stored on land for lake <br />use in addition to the 77 in water, but their 2002 LMCD license does not include these five. Orono <br />will not approve these on-Iand units for lake use if they are customer-owned boats stored for on- <br />demand launching, (which requires a CUP from Orono and additional BSU’s from LMCD) and the <br />license will be issued for 77 in-water slips only. While the marina requests continued licensing for <br />fuel sales, fuel has not been sold from the site for the past three years since the old tanks were <br />removed and new ones have not yet been installed. <br />Staff has visited this site on many occasions within the past year, primarily due to ongoing <br />complaints by the adjoining property owner, Robert Waade, regarding site lighting, use of the paging <br />system, and a number of other issues. Council may recall that Waade was granted a subdivision with <br />a number of variances as well as a conditional use permit to construct a single family lakeshore <br />residence and a duplex on the property in 1998. This site was previously vacant for many years, and <br />Waade purchased it from the DNR. Waade was certainly aware of the marina operation when he <br />purchased the property, but has for ;he past year made numerous complaints regarding the marina. <br />This culminated in the attached list of complaints by Waade and the City’s response (please review <br />letters to Waade and to Wayzata Marine dated June 27,2002). <br />i
