License yeai 2001 marina license applications and fees were received in <br />early 2001 but were not processed during 2001. License year 2001 licenses were issued during 2000 <br />and are functionally still in effect. This memo is requesting Council approval for issuance of licenses <br />for the period January 1,2001 through December 31, 2002. <br />In the past, staff has attempted to inspect each marina in mid-season, with annual licenses presented <br />to Council for formal approval shortly thereafter. This annual inspection process, which is nal <br />required by code, did not occur in 2001 and has yet to be completed for 2002. However, staff has <br />visited a number of the marinas within the past year, either in regards to complaints or informally <br />for other purposes. <br />The delay in license processing until an inspection has been completed, is cumbersome for staff and <br />perhaps unfair to the marinas, and should be discontinued. It is staffs recommendation that the <br />processing of annual marina licenses be completed upon their submittal (usually in February), and <br />any issues with the Operation Standards be dealt with as they arise during the year, or be dealt with <br />as a zoning matter if that is *he case.
