#02-2789 Dahlstrom Development LLC <br />August 22,2002 <br />Page 2 <br />A S' concrete sidewalk will be provided along both sides of Kelley Parkway behind an 8' <br />boulevard. At the parking bump-outs, the sidewalk will abut the curb for pedestrian <br />convenience. Developer will provide a suitable streetscape plan as part of tlie Final <br />Development Plan submittals. <br />An 8' bituminous trail will be provided along Willow Drive and Highway 12. This <br />trail may jog back up to Kelley Parkway on either side of the stormwater pond if space is <br />lackrng between the pond and 12; however, developer intends to design a bench between <br />pond and 12 for possible trail use. <br />Interior two-way roads will be 22* from face of curb to face of curb (fc/fc); one-way roads <br />will be 16* fc/fc, and increased to 18* fc/fc as needed on tight curves to accommodate fire <br />trucks, garbage trucks, moving vans, etc. <br />The main entrance with water feature will be allowed at the proposed width of approximately <br />140', leaving enough separation between the entrance (east driveway) and exit (west <br />driveway) to avoid traffre conflicts. Design detail will incorporate one-way signage as <br />necessary, narrower driveway widths (16-18') to discourage wrong-way access, and maintain <br />necessary sight distances. <br />The roundabout area will incorporate roadway and pedestrian walkway crossing design <br />features as well as appropriate landscaping details (hedges, railings, judicious sidewalk <br />placement, etc.) to allow safe pedestrian access. Developer has committed to working with <br />the City consultants to make this amenity safe for pedestrian use. <br />Staff has incorporated these standards into the attached resolution. The resolution consists of two <br />principle sections: <br />“Findings ” (pages 2-9) which document the City’s goals, intent and policies pertinent <br />to this specifle development; and <br />“Conclusion, Order and Conditions” (pages 9-19) which establishes the conditions and <br />expectations that the developer must demonstrate are met with the Development Plan <br />submittals. <br />Upon adoption of this General Concept Plan Approval resolution, applicants expect to submit <br />detailed Development Plans for review by staff in mid-September, with formal Planning <br />Commission review in October. <br />The discussions with iq>plicants on August 22 included the topic of affordability. Applicants ha .e <br />suggested a number of methods by which affordable units can be provided as part of this project, and <br />they will be prepared to discuss this at Monday’s meeting.
