Cily Council Discussion: <br />During the Public Comments section of the July 22,2002 City Council meeting, Mr. Kuruvilla of <br />Orono Montessori School came before the City Council in order to discuss relocating the school to <br />3800 Wayzata Boulevard. After St. Edward’s Church burned the school moved temporarily until <br />July 31, 2002 to Wayzata Community Church. The property at 3800 Wayzata Boulevard is <br />available, has been used as a child care facility in the past, and Orono Montessori would like to move <br />in. However, since more than 6 months had passed since Little Acorns preschool occupied the <br />building, a new conditional use permit is required. Mr. Kuruvilla asked that the City Council waive <br />the lengthy pai^rwork in order for them to move in on August 1,2002. The City Council did not <br />waive the application process, but did grant a temporary conditional use permit for the purpose of <br />opening the Orono Montessori School pending approval of the formal process, with the <br />imderstanding that if the City Council determines not to grant the permit the temporary' use may be <br />revoked. ^ <br />Analysis: <br />Day care facilities are allowed in rural residential districts as a conditional use. Day care facilities <br />are licensed by the Minnesota Department of Human Services (DHS). The zoning application <br />addresses how the facility will operate as a land use and DHS licensing addresses the stafTme levels <br />and care of the children in the facility. <br />The issues to ^ addressed in the conditional use permit application are access, parking, <br />landscaping, signage, and hours of operation. The conditional use permit may also limit the <br />num^r of persons using the facility to correlate with the size of the septic system and control the <br />off-site impact on adjacent residential properties and traffic. <br />It is anticipated that this building will be removed \^en construction begins on Hwy. 12. <br />Access <br />The subject property has a driveway and curb cut on Hwy. 6. No access is available from Hwy. <br />12. <br />Parking <br />The site plan indicates that there are 18 parking spaces with 1 designated as a handicapped <br />accessible space. There are also 2 parking spaces available in the garage. The Zoning code <br />requires that 4 parking spaces be provided for each 500 square feet in excess of 1,000 square foot <br />of fttwr space in the principal structure. The structure measures 50 ’ x 63’ (3,150 s.f.) according <br />to buildmg plans on file. The parking requirement for the size of the facility is 17.2 spaces- <br />where 21 spaces are provided.
