#02-2789 (Revised) Dahlstrom Development LLC <br />August 9,2002 <br />Page 2 of? <br />Planning Commission Recommendation <br />Planning Commission held a public hearing on the revised application on July 15, 2002. After <br />approximately one hour of discussion, in order to complete the remainder of its agenda. Planning <br />Commission continued this review to a reconvened meeting on July 17. The draft minutes of the <br />July 15-17 meetings are attached (Exhibit A). <br />On a vote of 5-0, Planning Commission recommended unanimous approval of the Revised C oncept <br />Plan. The detailed recommendations of the Planning Conunission are documented in Exhibit B <br />which contains 7 general comments/recommendations and 17 specific comments/recommendations <br />on various aspects of the Concept Plan. <br />Park Commission Recommendation <br />The Park Commission reviewed the Revised Concept Plan with the applicant prior to the Park Tour <br />on July 29. Park Commission unanimously made 4 specific recommendations in regards to public <br />or private parks & recreation aspects of the proposal: <br />1.Park Commission favors a bituminous bike/hike trail along (but separated from) Highway <br />12 along the south side of the commercial outlets, primarily to provide a westerly <br />continuation from the intersection of 12AViltow, which will have no driveway crossings for <br />users to contend with. Park Commission noted this trail is likely to connect we<t to the <br />Lurton park property in the future. Park Commission also supports the proposed trail <br />extension along the east boundary from the Willow View subdivision to the intersection of <br />Willow/12. <br />2.Park Commission recommends that the developer install the Tot Lot as one of the private <br />park/recreation amenities of the development. <br />3.Park Commission recommends that all internal trails, whether public or private, be installed <br />concurrently with the development phases and prior to occupancy of residential units, to <br />avoid neighborhood resistance to trail development at a later date. <br />4.Park Commission concluded that there are no identifiable public parkland needs at this <br />location other than the trail extensions, but that the development of this new housing will <br />generate additional use ofexisting City park facilities in the area. Park Commission therefore <br />recommended that, on the basis of developers statement that the public trail easements would <br />be granted without requesting a park fee reduction, that no park lands need to be dedicated <br />and the park dedication should ^ in the form of a Cash Contribution in Lieu of Lands as <br />allowed by the Municipal Code. <br />Park Commission briefly discussed the need for sidewalks along both sides of Kelley Parkway but <br />did not make a formal recommendation on this topic.
