MINUTES OF THE <br />ORONO PLANNING COMMISSION MEETING <br />MONDAY, NOVEMBER 19,2001 <br />6:30 o’clock p.ni. <br />(M)l-2732 Revis Stephenson, Continued) <br />Stephenson stated he would like this area to be well-forested and intends to plant natural prairie grasses <br />as well as pine trees, oaks, maples, and apple trees. Stephenson stated that currently the majority’ of the <br />trees consist of bo.x ciders that will be removed as part of this project as well as two maple trees. <br />Stephenson reiterated that the road presently is in poor condition and that he has a concern regarding a <br />financial guarantee. <br />Lindquist stated the City needs to have a letter of security on file prior to the commencement of this <br />project. <br />Stephenson inquired what amount the City would be requesting. <br />Gaffron recommended the City Engineer and the Public Works Director meet with the Applicant to <br />discuss the current condition of the roadway and document any existing problems. Gaffron <br />recommended this item be left up to the City Engineer and the Public Works Director to determine <br />what the appropriate amount of security would be. Gaffron suggested the Applicant speak with Gappa <br />following the hearing. <br />Stephenson stated he is agreeable to do that. <br />Gaffron inquired when the Applicant is proposing to place the black dirt on the property. <br />Stephenson stated he would like to do that at the time he does the planting. <br />Gaffron recommended the deadline for completion of the planting be moved to June 30"* to a\oid <br />problems with winter road restrictions. <br />Fritzler inquired whether the entire fill would be spread this year. <br />Stephenson stated the fill would be spread in conjunction with the dumping. <br />Fritzler expressed a concern that the dirt may freeze before the contractor would be able to spread it. <br />Frizter suggested the Applicant also advise the contractor to do periodic cleanup of the road, noting <br />the contractor is prohibited from leaving anything on the roadway. <br />Stephenson indicated they would comply with the applicable laws. <br />Lindquist moved. Smith seconded, to recommend approval of Application #01-2732, <br />Revis L. Stephenson, III., 1850 Fox Ridge Road, granting of a conditional use permit to permit <br />land alteration over 500 cubic yards on the property located at 1850 Fox Ridge Road, subject to <br />the conditions outlined in the November 13,2001 Planner’s Report, and further subject to total <br />restoration of the area being completed by June 30,2002.
