The MCWD shall issue an erosion control permit prior to issuance of a land alteration permit. <br />4. The flushing station located on the property shall be protected by fencing to ensure it will not be <br />damaged during the project. <br />5. All slopes shall be restored with a minimum of four inches of topsoil and seeded or restored with <br />some type of erosion control measure, erosion control plan shall be approved by the MCWD and <br />- City Engineer. <br />6. The property owner provide some type of financial guarantee that could be used to correct any <br />damage to the road caused by the contractor's activities. <br />7. Fox Ridge Road is a residential street. The contractor shall place signs on Fox Ridge Road alerting <br />other users of the road where the work will be taking place. <br />8. Temporary fencing shall be Installed around the construction activity to separate the land alteration <br />activity from the surrounding property. <br />Stephenson stated he Is adamant about protecting the wetlands in this area and is agreeable with most <br />of the conditions listed in the Planner’s Report. Stephenson requested clarification of Item #6 relating <br />to the financial guarantee. Stephenson commented he was informed by the contractor that the road <br />should not be damaged, noting the road currently is in poor shape. Stephenson stated the neighbors are <br />supportive of this project since it will eliminate the steep slope, and that his intentions are to plant <br />native grasses and trees in this area to help restore the area back to its natural state. <br />Mabusth suggested the Applicant discuss the financial guarantee with the contractor. <br />Weinberger stated the work is not expected to start until mid December, and If the ground is frozen by <br />then, the hauling of the fill will not be as big of a concern. <br />Stephenson indicated he has no control over when the fill will be brought in, with the project expecting <br />to take between five and six davs. <br />Smith inquired whether the impact on the wetland over time would be better or worse w*ith this project. <br />Weinberger stated the City Engineer has indicated that the rate of water runoff will slow down by <br />changing the grade in this area. In addition, vegetation will be planted in the areas where currently <br />there is just dirt, which should help prevent erosion. <br />Hawn recommended a deadline of May 30,2002 be required for the landscaping and planting. <br />Stephenson stated he does not have a problem with that requirement. <br />Smith inquired w hether the Applicant would be planting the same number of trees that will be <br />removed. <br />PAGES
