n <br />3. <br />4. <br />5. <br />6. <br />The conservation easements over the east 5 acres and the eastern property would <br />eliminate the need to create a road extension since the total additional building sites <br />would only add one to North Arm Lane. (The North Arm Lane corridor is not fully <br />developed to typical road standards. When the cast property develops with an additional <br />residentiat lot the condition and upgrading of the toad will have to be determined at that <br />time.) <br />The properties to the north and south are either fully developed or have future access <br />planned for new lots. <br />The variance for the wetland crossing is justified based on the fact the wetland crossing <br />is requited for access and the access minimizes impact on the wetland and wetland buffer <br />area. The variance also is required based on the proposed driveway entrance being the <br />only available entrance that meets the sight distance requirements. <br />Each lot has demonstrated two septic sites for each lot meeting local and state standards. <br />Such recommendation is based on the following conditions; <br />All preliminary grading and driveway plans shall be approved by the City Engineer prior <br />to placing this application on the City Council agenda for preliminary plat approval. <br />2.The mitigation plans shall be approved by the MC WD for the area of wetland that would <br />be disturbed for the driveway construction. Such approval shall be completed prior to <br />final plat. <br />3.Standard drainage and utility easements shall be dedicated on the final plat over all <br />wetlands, wetland mitigation areas. S' along all interior property lines and 10' along all <br />exterior property lines. <br />4.An access easement shall be granted by the applicants to the public and/or Hennepin <br />Conservation District for access to all conservation areas. Such access should be <br />accepted by the HCD prior to review of this application by the City Council. <br />S.
