Hennepin County Comments <br />County staff has reviewed the plans. Their comments are attached as Exhibit F. The county has <br />requested a land dedication totaling 60' from the centerline of C.R. 19. Cunently there is a total of <br />33* from the centerline that is owned by the county. To meet the requirement of Hennepin County <br />the final plat shall dedicate an additional 27 ’ of right-of-way to equal 60'. The purpose for the <br />request is 19 is a designated future bikeway. <br />The City of Orono has not always required the land dedications for additional County right of way. <br />It is a request from the County, but not required. The County does typically request right of way <br />along all its’ roads when property is being platted. The City has identified North Shore Drive as a <br />MinorArterial. Typically a right of way width of 80'-100’ is what is found along these corridors. <br />Staff suggests the property owners discuss the right of way width with the County to determine what <br />the ^appropriate width for dedication be in this location. Currently, no other areas along this right of <br />way are dedicated more than 33*. Only a portion at the north end of 19 has 50' on the west side of <br />the road. <br />A variance is required to permit land alteration in a designated wetland for driveway construction. <br />Dave Zetterstrom, Entrance Permit Coordinator for Hennepin County, has reviewed the plans and <br />noted in his letter dated May 2 1 ,2002 that the proposed driveway entrance is the only location along <br />the roadway frontage where access can be permitted for the propert>. This is due to the terrain and <br />road geometry. The proposed access point is at the top of a hill where there is adequate sight <br />distance. The variance for the wetland crossing is justified based on the fact the wetland crossing <br />is requited for access. The access minimizes impact the the wetland and wetland buffer area. The <br />variance also is justified based on the proposed driveway entrance being the only available entrance <br />that meets the sight distance requirements as required by Hennepin County. <br />A second driveway for a neighboring property is located at the north end of the property. The <br />applicants shall discuss this matter with the adjacent property owner. This may be a good <br />opportunity to grant a driveway easement in favor of the adjacent property owner. This is not a <br />requirement of this plat, but an opportunity for the adjacent property owner to get an access <br />easement. <br />Septic Review <br />Each lot has demonstiated two septic sites for each lot meeting local and state standards. Matt <br />Bolterman, On-Site Systems Manager has approved the designs that were submitted. <br />Staff Recommendation <br />Staff recommends approval of the preliminaiy plat and a wetland alteration variance for the shared <br />driveway based on the following findings: <br />1. <br />2. <br />The layout of the lots meets the Zoning Code requirements for a front/back lot <br />subdivision. <br />The proposed use of the land is consistent with the intent of the Comprehensive Plan. <br />#02*2761 Brad and Carol Pats <br />250 North Shore Drive West <br />Page 3 of5
