We have discussed the idea of a repaving project on Old Crystal Bay Road, during the bridge closure <br />period, with MNDOT. The most practical and recommended solution would be to include this work <br />in the Highway 12 contract to allow better coordination between the Highway 12 work and the Old <br />Crystal Bay Road work. MNDOT expressed concerns about the City completing the pavement <br />reclamation work, as a City project, with a separate contractor working in the area. Two different <br />contractors working in the same area under separate contracts has the potential to create scheduling <br />problems, disagreements and claims concerning project delays, and disputes over liability for any <br />accidents that may occur on the project site. If there is one contractor in control of the entire project, <br />this firm is then responsible for project scheduling and job site safety. <br />MNDOT has contracted out the TH 12 project final design and plan preparation to TKDA <br />Engineers. The most logical solution would be to have TKDA Engineers incorporate the Old Crystal <br />Bay Road pavement reclamation work into the Highway 12 plans. The Old Crystal Bay Road project <br />costs would be accounted for separately in the MNDO f construction contract, and ihe City can use <br />Municipal State Aid funds to pay for this work. This is a common practice to have State Aid <br />projects tied to MNDOT construction contracts. The Highway 12 final plans needed to be completed <br />by September to begin the bidding process for December bid opening. <br />Our staff recommendation is to have TKDA Engineers complete the project design work necessary <br />to incorporate the Old Crystal Bay Road pavement reclamation work into the Highway 12 project <br />plans, and then have the project construction done through the MNDOT Highway 12 construction <br />conUact. Council approval of the Old Crystal Bay Road construction costs in the MNDOT contract <br />will be required at a later date. Both the engineering and construction costs for this project are <br />eligible for State AH funding. The preliminary cost estimate for this project is approximately <br />$400,000. The City receives $350,000 per year in State Aid construction funding. The current <br />balance in our State Aid fund, including the year 2002 allotment is about $6000,000, so there is <br />adequate funding available to complete this project. The actual project construction will not occur <br />until the year 2004 when the Old Crystal Bay Road bridge will be replaced. <br />Old Crystal Bay Road between TH 12 and County Road 6 <br />During the same bridge closure time period, in the year 2004, we are recommending the completion <br />of a separate State Aid project on Old Crystal Bay Road betw een TH 12 and County Road 6. This <br />project will include pavemen .eclamation, adding additional turn lanes, and paving the shoulders <br />on this segment of Old Crystal Bay Road. This project can be completed as a stand alone City <br />project. A decision on the turn lane improvements for this project still needs to be made. <br />Our staff recommendation is to have Bonestroo Engineers begin work on a feasibility study for this <br />project in order to determine the appropriate turn lane improvements that should be incorporated in <br />this project. We are proposing to work with the Police department and the School District on the <br />development of this project. The feasibility study recommendations will then be presented to the <br />Council for review and approval before preparation of final plans is completed. <br />Page 2 of 3
