Gappa <br />Title Director of Public Scr\ ices <br />Administrator Reviewed: Agenda Section: <br />Public Services Director’s Report <br />Item Description: Old Cr>'sial Bay Road Pavement Reconditioning Project <br />Old Crystal Bay Road Between TH 12 and Fox Street <br />The existing Old Crystal Bay Road bridge over the BNSF railroad tracks will be replaced as part of <br />the new TH 12 bypass project. This work is scheduled for the year 2004. The pavement on Old <br />Crystal Bay Road is nearing the end of its serv ice life and needs to be reconditioned within the next <br />several years. The last major work completed on this road was a State Aid funded pavement overlay <br />project in 1984. This project w ill be similar to the recently project completed on Stubbs Bay Road <br />in which the existing pavement was ground up and then reused as a base course for the new <br />pavement. The completion of pavement reclamation is a better solution than an overlay of the <br />existing pavement because it eliminates the reflective cracking through the new overlay. The existing <br />pavement has numerous transverse cracks which would reflect through the new overlay within <br />several years. Also, included in this project will be paving of the shoulders. This will eliminate the <br />current maintenance costs associated with the gravel shoulders and will also reduce the amount of <br />crushed rock shoulder material that ends up the adjacent yards from snow plowing operations. The <br />edge of the travel lanes will be striped, and the paved shoulders can then be used for bicyclists. Some <br />higher speed bicyclists prefer to ride on the shoulder instead of the trail. This reduces the number <br />of bicycle/pedestrian conflicts on the adjacent trail. A right turn lane will also be added for <br />northbound Old Crystal Bay Road to eastbound Highway 12. Addition of this turn should reduce the <br />morning rush hour traftic backups at the signal. <br />The most opportuite time to complete a paving project on Old Crystal Road will be when the road <br />is closed for the bridge replacement project. During this time the road will be closed between <br />Watertown Road and TH 12 with the traffic detoured to Willow Drive. The only traffic north of <br />Watertown Road will be local traffic. The road will still be open south of Watcrtowi: Road to Fox <br />Street where Old Crystal Bay Road becomes Hennepin County Road 84. During the bridge closure <br />time period, the traflic on this portion of Old Crystal Bay Road w ill probably also be less. <br />Page I of 3 <br />1 <br />i
