The draft minutes <br />of that meeting are attached. The resulting recommendations of the Planning Commission are as <br />follows: <br />1 Motion to recommend approval for an amendment of the Community Management Plan to <br />guide development for residential or office space north of Highway 12, South of County <br />Road 6, between Willow and Old Crystal Bay Road. <br />(Vote: 7 For, 0 Against) <br />2.Motion to recommend that Council guide appropriate spaces in the area defined by <br />Willow Drive on the east. Old Crystal Bay Road on the west. Highway 12 on the south <br />and the Willow View development boundar>' on the north for possible retail that is not <br />accessory to the offices or anything else. <br />(Vote: 6 For, / Against) <br />3.Motion to recommend that the retail uses allowed be accessory to the residents of this <br />development and the surrounding community. <br />(I'ote: 7 For, 0 Against) <br />Planning Commission discussed but did not reach a conclusion as to whether the retail element <br />should include the proposed grocery store. Planning Commission members did not conduct a <br />detailed review of the various elements of the concept plan, and limited their action to <br />recommendations regarding the proposed amendments to the Community Management Plan, leaving <br />the issues of rezoning and concept plan detailed review for future meeting(s). <br />Planning Commission did indicate to staff that it would be helpful to know with some certainty <br />whether the Long Lake Council supports Orono ’s position with regards to the limitations on retail <br />development in Oror.o west of Willow Drive. Plaiming Commission also expressed concern about <br />the traffic impacts of this development on surrounding roadways and intersections, and suggested <br />that a traffic study would be very useful. <br />Additional Information <br />Additional items received since the Planning Commission memo and exhibits of May 17 include a <br />letter from Landform president Steve Johnston to the City Engineer (Exhibit D); a group of revised <br />drawings (Exhibit E) which Landform distributed at the Planning Commission hearing, including <br />a plan showing the proposed grocery at 30,000 s.f instead of the 20,000 s.f originally proposed, also <br />including some detail sketches of various plan features and a map of the Long Lake Downtown <br />Master Plan; two e-mails from area residents supporting the development (Exhibit C); and a fax from <br />the Long Lake City Planner regarding opportunities for retail in the Long Lake area (Exhibit F).
