t>-7 <br />ORONO VILLAGE NARRATIVE <br />Land Use Guide Plan Amendment <br />Landform is requesting approval of a reguiding from Commercial to Urban Residential <br />Medium Density (SFR/MFR) for approximately 7.22-acres and a reguiding from Urban <br />Residential Medium Density to Commercial for 0.49-acres of this 51 -acre site. The <br />requested reguiding to residential would allow us to rezone the property and construct <br />the Lofts and rowhouses south of Kelley Parkway. The reguiding from Residential to <br />Commercial is simply the result of Kelley Parkway being shifted north to line up with the <br />existing curb cuts on Willow Drive. The Comprehensive Plan anticipates that <br />everything south of Kelley Parkway will be developed as commercial, however, the <br />street was shown only 300 feet north of Highway 12. Our proposed Kelley Parkway <br />alignment is slightly north of the planned alignment, consequently, the Land Use Guide <br />Plan map must be amended to show the new alignment and the additional commercial <br />south of Kelley Parkway near Willow Drive. <br />The property Is currently vacant, but has been the subject of a number of city <br />discussions over the years. The property was recently reviewed as part of the City's <br />recent Comprehensive Plan update. The City’s Plan identifies a general alignment for <br />the planned Kelley Parkway and Identifies the property south of Kelley Parkway as <br />Commercial and the property north of Kelley Parkway as Urban Residential Medium <br />Density. The City has Indicated a desire for office uses on the commercial p.'irtion of <br />this site and has suggested that this property be developed in a way that does not <br />compete with the retail uses in downtown Long Lake. Our analysis shows that the area <br />would not support the amount of office the City planned for the site; however, some <br />retail commercial could be provided to serve this neighborhood and provide retail uses <br />that are not planned or available in Long Lake. We are proposing to reduce the <br />planned commercial area and limit the commercial uses to the southeast portion of the <br />site. <br />The requested reguiding would allow development of housing south of Kelley Parkway <br />where commercial was originally planned and would allow additional commercial <br />development south of the realigned Kelley Parkway as intended by the City. The <br />reguiding from commercial to residential would allow development of Orono Village as a <br />town center with a mix of housing types providing life-cycle housing opportunities for the <br />community. The proposed reguiding would be compatible with the surrounding land <br />uses. Furthermore, the mix of residential and commercial land uses would allow for the <br />creatior; of a truly walkable community that would be an asset to the City of Orono and <br />would complement the existing and planned development in the City of Long Lake. <br />The building mass of the Lofts would be simitar to the mass of a commercial office <br />building that could be-constructed under the existing land use plan.
