The current plan shows 71 standard stalls plus 4 handicap stalls. The minimum requirement is met, <br />and a few stalls could technically be eliminated. Applicants are concerned about parking due to the <br />daily high patient turnover for orthodontics, and would prefer to not lose stalls. Again the issue is <br />loss of green space to serve those stalls. <br />Stormwater Management - Easements Needed <br />Applicant proposes to discharge stormwater to the regional ponding area proposed by Dahlstrom <br />Development LLC to the east along Highway 12. The applicants proposal relies heavily on that pond <br />being developed, since no stormwater storage facilities are being provided on site. This is a viable <br />plan as long as the regional pond is constructed in a timely fashion. Sec City Engineer Tom <br />Kellogg’s comments also in relation to stormwater management (Exhibit D). The applicants will <br />potentially have to obtain easements over the properties to the east based on their draft utility plan. <br />The stormwater management issues may ultimately pose some scheduling problems for the applicant. <br />Stormwater Drainage Trunk Fee <br />This new development will be subject to the City’s recently enacted Stomi Water Trunk Fee. At the <br />current 2002 Fee Schedule commercial rate of $6,480 per acre, the site will be charged for 2.0 acres <br />or a total fee of $ 12,960. <br />Trails and Park Dedication <br />The proposed site plan indicates the location of the existing City/County trail along OCB Rd. which <br />Orono wants to remain as-is in its current location. An easement for that trail will be defined and <br />dedicated prior to the sale of the property to the applicant. <br />The proposal indicates a 6' sidewalk within the Kelley Parkway right-of-way, leaving a 4' green <br />boulevard to Kelley and a 10 ’ setback to parking on-site. The City has not established standards for <br />sidewalk width along Kelley Parkway. A six-foot sidewalk may be adequate; however, we have 8' <br />in areas along Highway 12... <br />The sidewalk/trail proposed along Highway 12 south of the property appears to be located south of <br />the road ditch. This sidewalk should be north of the ditch, tucked up against the south property <br />boundary, and 8' in width to match those walks further east along 1 2. <br />In reviewing the Park Dedication ordinance, staff notes that in 1998 the ordinance was amended to <br />require that all planned unit developments are subject to park dedication. While this language is in <br />the subdivision code, the current proposal is not a subdivision, hence the Council will have to <br />interpret whether this application is subject to park dedication.
