There are about 2,000 sewer accounts and 1,000 water accounts in Orono. A logical cost split could
be to split the main control unit, and repeater costs 2/3 to 1/3 between the sewer and water funds
respectively. The remote units at the plants and lift stations could then be charged to the appropriate
funds. Below is a list of the estimated costs for budgeting purposes
Cost of Main Control Unit at Public Works Building S90.000
F«timatgd Cost Repeaters at Two Water Towers $40J
These costs would be split 2/3 sewer fund and 1/3 water fund
Fstimated Cost for Remote Units is S8.000 per Site
The Sewer Fund cost to monitor all 45 lift stations at an estimated cost of $8,000 per unit would be
$360,000. The long term goal should be to eventually monitor all of the lift stations. This would
virtually eliminate our dependence on neighborhood residents and the police to report alarms and
notify public works. We have selected the top ten lift stations based on size and potential for
property damage in the event of a malfunction.
The proposed project plan is to budget for the installation of the main control unit and repeaters in
2002, remote units for the water plants, and installation of some of the lift station remote units. In
subsequent years money should be budgeted for the installation of more lift station remote units
based on a priority ranking of the lift stations.
SC ADA Design and Bidding
The SCADA system plans and specifications and competitive bidding process have been completed.
The bid opening was held on Wednesday, May T*. Four bids were received for this project with the
lowest responsible bid from Automatic Control Systems, Roseville Minnesota. This company
specializes in municipal SCADA systems and their systems are used through the metro area. We
have worked with this company on service calls on our existing control systems and have been
satisfied with their service work.
A
