measures should be in place prior to any site grading. Final plans should be submitted to the <br />Minnehaha Creek Watershed District (MCWD) for their review. <br />4. Strects/TraUs/Parking: The existing trail along Old Crystal Bay Road lies within the westerly <br />edge of the property. The trail was originally located there because of existing topography and <br />the fact that Old Crystal Bay Road is a rural section roadway. We recommend that the existing <br />trail remain where it is, that the City acquire an easement over the trail and that the site plan be <br />revised accordingly. The City should review whether any improvements are necessary along Old <br />Crystal Bay Road to provide for turning movements onto Kelley Parkway. A geotechnical report, <br />R-value recommendation and pavement design should be provided for review. A typical street <br />section for repairs to Kelley Parkway should be included in the plan set. The proposed concrete <br />sidewalk along TH 12 should be 8-feet wide to be consistent with the sidewalks along TH12 east <br />of the site. MN/DOT should review and comment on the location and design of the sidewalk.] <br />5.
