The site is located <br />at 2765 Kelley Parkway in the northeast quadrant of the intersection of Old Cry .stal Bay Road and <br />TH 12. The proposed use of the site is for a dental/medical complex. We have the following <br />comments in regards to engineering matters. <br />I. Sanitary Sewer: The proposed sanitary sewer service is shown connecting to an existing <br />manhole located in Kelley Parkway. The sewer service crosses the adjoining property to the east. <br />The proposed direction of discharge into the manhole is against the existing flows. The direction <br />of discharge and the necessity of acquiring an easement from the adjoining property owner make <br />the proposed connection undesirable. We recommend cutting a wye into the existing sanitary <br />sewer so the service discharges perpendicularly to the existing sanitary sewer and the service <br />doesn’t require an easement. The street should be repaired immediately after the connection is <br />made w ith a street section equivalent to the existing section. <br />2. Water Main: The proposed water main .should be installed in accordance with City standards. <br />3. Storm Sewer/Grading: The draft version of the City ’s Surface Water Management Plan <br />tSWMP) shows that this site lies within the Long Lake drainage di.strict. The proposed storm <br />sewer design assumes there is or will be a storm water pond downstream to discharge into. <br />Currently no such pond exists. The applicant should either provide additional detail as to where <br />the storm water will discharge to and how that storm water will be conveyed off site or <br />demonstrate how the storm water w ill be treated on site and where the discharge location is. The <br />storm sewer design should include extending a pipe from CB #2 to the low point southwest of <br />the site to pick up drainage from the ditch. The existing culvert under Old Crystal Bay Road <br />should be bulkheaded and abandoned. The proposed grading plan shows grading within the <br />MN/DOT right-of-way. Plans should be submitted to MN/DOT for their review and approval. <br />Riprap should be provided at all inlets and outlets. Final plans should show plan and profile <br />views of the proposed sewer and include storm sewer details, A drainage area map and storm <br />sewer calculations should be submitted for our review.
