Request for Council Action continued <br />Page 2 <br />April 17,2002 <br />Establish New Voting Precinct Boundaries and Reestablish Polling Place Locations - Resolution <br />3.No population or geographic size requirement in statutes for precincts (only for <br />legislative districts). Precincts to be of a size where elections can be administered <br />efficiently. <br />4.Must follow recognizable physical features such as highways, rivers, railroads, <br />drainage ditches, etc. <br />5. Strongly recommended to follow census block boundary lines where possible. <br />6. Cannot cross county or city boundaries. <br />Upon completion of the precinct boundaiy review, staff has identified changes to boundaries for <br />Precincts 1, 3, and 4 that would make election administration much more efficient. The <br />recommended changes meet all of the criteria identified above. Exhibit B, attached, is a map <br />showing the current precinct boundaries (shown by a dashed line) and the proposed changes (shown <br />by four dilTercnt colors). Listed below is a summary of the changes. <br />Precinct 3 - Since Precinct 3 currently lies within three school districts (Orono-278, <br />Mound-277 and Minnetonka-276), the precinct line should be redrawn to match the <br />Mound school district. This would move approximately 300 voters who belong to <br />the Orono school district to either Precinct 1 or 4. Big Island is the only area affected <br />by the Minnetonka school district, and there arc no registered voters on Big Island <br />at this time. The most significant change is that residents of Tonkawa Road will <br />move from Precinct 3 to Precinct 1. <br />Precinct I - Of the 300 voters moved from Precinct 3, approximately 260 voters <br />would be moved to Precinct 1, which includes the area south of Bayside Road and <br />west of the extension of Stubbs Bav Road. <br />Precinct 2 - No change is recommended. <br />Precinct 4 - Of the 300 voters moved from Precinct 3, approximately 40 voters <br />would be moved to Precinct 4. This would include the area north of Bayside Road <br />and west of Stubbs Bay Road. In addition, approximately 10 voters near the <br />intersection of McCulley Road and Bayside Ro^ would be moved to Precinct 3 <br />since they are part of the Mound school district.
