Septic Issues: The existing system for the residence is sized for a six bedroom residence. The <br />remodeling that is to take place in the residence will bring it from 6 bedrooms down to 4 <br />bedrooms. The guest house is proposed to have 1 bedroom. This will bring the total to 5, which <br />is less than what the existing system is sized for. On-Site System Manager, Matt Bolternuui, has <br />reviewed the existing system and the proposed changes and recommends approval in regards to <br />septic concerns on the property. (See Exhibit F ). <br />Statement of Hardship: The applicant should be asked for his testimony regarding this issue. <br />Issues for Consideration: <br />1. There are no permits on record for the pool or pool house. Aerial photographs show that the <br />pool and pool house have been on the property since at least 1994. <br />2. The residence has existed on the property since 1950's. <br />3. The screen porch and guest house increase hardcover on the property but hardcover is still <br />well below the allowed amounts by code. <br />4. Lot coverage by structures is not a concern with this property. It is approximately 6 V^ acres. <br />S. The guest house is propose to be constructed into the hill and will be screened partially by the <br />hill and existing trees behind it. <br />6. The screen porch is on the lakeside. The adjacent property owners views of the lake will not <br />be negatively affected by the porch. <br />7. Other issues raised by the Planning Commission. <br />Staff Recommendation: <br />Staff recommends approval for a Conditional Use Permit for guest house and plumbing in an <br />accessory building for property located at 1125 Spring Hill Road based on the structures meet the <br />requirements established by the Municipal Code for a guest house and an “accessory structure <br />with plumbing" CUP subject to the following condition: <br />The property owner files the appropriate restrictive covenants on the property' for a guest <br />house and an accessory building with plumbing. <br />Staff recommends approval for the average lakeshore setback and crowding variances. <br />1102-2761 Addison tu Cindy Piper <br />1125 Spring Hill Road <br />Variances/CUP <br />3/13/2002 <br />Page 3
